Abstract: Since the modem society, the creation and development of the civil disputes resolution mechanisms in administrativeprocess promote the development of the administrative law and the administrative law science greatly. All the things haveprovided us the experiences in institutions and theories. In the process of the administrative institutional reform in ourcountry, what the administrative law science should do are to pay close attention to the social need, research the legitima-cy, the limits, the power control of the mechanisms of administrative agencies resolving civil disputes and the relationshipbetween the administrative mechanisms and the other dispute resolution mechanisms throughly, construct reasonably theadministrative mechanisms of resolving the civil disputes, provide the mult-means of right remedy for the parties, andpromote the development of the administrative law and the administrative law science.
