摘要： 民族自治地方立法自治权，是法律赋予民族自治地方自治机关的一种民族立法自治权。它是由法律法规确认、保障和制约的权利，是民族本身固有的权利，也是宪法和法律关于民族区域自治制度的具体化。民族自治机关依照宪法和民族区域自治法等法律赋予的权限，自主地制定自治条例、单行条例，变通法律或者补充法律。对于上级国家机关不适合民族自治地方实际情况的决议、决定、命令和指示，法律还赋予自治地方自治机关行使“变通执行或者停止执行”的自治权。

Abstract: The legislative autonomy of national autonomous areas is a kind of legislative national autonomywhich the law gives to the organs of self—government of national autonomous areas．It is not only the right affirmed，ensured，and restricted by law and statutes，the inherent right by nation itself，but also the concretion of the system of regional national autonomy from Constitution and law．According to jurisdiction prescribed by Constitution and Law of Regional National Autonomy，the organs of self—government enact regulations on the exercise of autonomy，other separateregulations，adapt or complement law by themselves．For the resolutions，decisions，commands and instructions of superior state organs which are not suitable for the fact of national autonomous areas．the law still gives the power of autonomyof adapt ution or stop ution to the organs of self—government in national autonomous areas．
