摘要： 本文从清末自治运动的视角，论述了清末宪政改革运动，揭示了清末宪政改革的实质是“宪政工具主义”，探讨了清末宪政改革失败的根源在于中国传统思想中宪政价值理念的缺失以及中央集权形势下的同质多元的社会发展结构形式。

Abstract: Viewing from the local autonomy movement in the late Qing Dynasty，this article expounds the development of Qing Dynasty’s Constitution Reform，aiming at revealing its“constitution instrumentalism”nature．It amylases that the failure of the Qing Dynasty’s Constitution Reform．took root in the 1ack Of constitutional idea in Chinese traditional thoughts and the social structure featured by the“homogeneity—guided diversity”under the centralization Of power．
