摘要： 今年以来，全国政法战线全面开展社会主义法治理念教育。罗干同志在2006年4月的社会主义法治理念研讨班的讲话中提出，社会主义法治理念教育的基本内容是：“依法治国、执法为民、服务大局、公平正义、党的领导”。为了更深入全面的理解社会主义法治理念，本刊约请有关专家学者从学术层面、多个角度阐发社会主义法治理念。社会主义法治理念的这个提法，所强调的是法治的“中国性，，和法治的“社会主义”性质。这充分展示了我国探索社会主义法制建设规律性的理论自觉，也对现实中的种种争论和思想偏向从理论上做了很有针对性的澄清。贯彻现代法治理念要自觉将我国法制建设与中国的现实国情民情有机结合起来，要把人类政治法律文明的共同理论精华与中国社会政治发展的独特理念有机结合起来。我们有理由期待，法治理念与社会主义理念的理论融合和实践结合，意味着社会主义理论的完善、法治理论的丰富，它更是中国法律与发展实践的一个路标，还可能是中华古老文明走向复兴的一个转折点。

Abstract: Since this year，the education of the idea of socialistic rule of law has been carried out through the national political and legal front．In the seminar on the socialistic rule of law idea in April of 2006，Comrade Luo Gan proposed that the basic content of the education of socialistic rule of law idea is“governing the country by law，uting the law for the people，serving the overall interests，performing fairness and justice，sticking to the lead of CPC．”This idea of socialistic rule of law emphasizes the“sinitic”and“socialistic”characteristics of rule of law．It has fully demonstrated China’s awareness to explore the ruling theories of building a socialist rule of law，and has also made a very targeted clarification theoretically for the different arguments and deviated ideologies in practical life．To carry out the modern rule of law，in an organic way the construction of the judicial system and the realistic situation of China and Chinese people should be consciously combined，as well as the essence of the shared theories on human political and legal civilization and the unique idea of the political development of Chinese society．We have every reason to expect that the theoretical and practical amalgamation of rule of law and socialism will predicate the perfection of socialistic theory and the enrichment of the rule of law theory．
