摘要： 长期以来，受历史事实、制度、政策等因素的制约，我国形成了城乡二元结构的社会结构模式。这一社会构成事实及城乡之间发展上的巨大差异，严重影响了我国社会的均衡发展和全面发展，严重制约着我国社会的全面进步，进而严重制约着构建社会主义和谐社会伟大设想的实现。为了解决这一重大而紧迫的社会课题，党中央提出了“社会主义新农村建设”的战略方针及具体措施。为参与“新农村建设”方略的讨论，本刊组编了与新农村建设有关的四篇法学论文，以飨读者。
