摘要： 以泉州市工商局推行行政指导的实践为观察的标本，在比较日本行政指导相关理论的基础上，分析了合法预期在行政指导中的表现与保护方式。

Abstract: This article discusses the protection of legitimate expectation involving administrative guidance，by making a survey on the practices of Quan Zhou Industrial and Commercial Management Bureau，and by comparative study of Japanese administrative guidance theories．
