摘要： 文章在对秦国商鞅“改法为律”的真实性提出肯定性意见的同时，从社会文化特别是法律样式的角度，对秦“改法为律”的原因进行新的探讨。作者认为，从三代的“以刑统例”到战国的“以法统令”，再到秦国的“以律统刑”，反映了先秦法律历史发展的三个阶段。秦律为中国古代成文法的确立奠定了基础，后世的法律样式均可以从秦律那里找到最初的模型。

Abstract: The article, at one time confirming the verity of the historical event of “changing‘Fa’into‘Lu”，byShangyang in the Kingdom of Qin, makes a new probe, from the perspective of the social culture and from theangle of the Legal Style in particular, into the cause of that event. The author holds that three stages of the devel-opment of law in the Pri-Qin Period were respectively witnessed by the evolution of “Framing Li（例）into Xing（刑）”in ancient three Dynasties of Xia, Shang and Zhou, to the “Framing Ling（令）Into Fa（法）”in WaningStates Period and to “ Framing Xing（刑）into Lu（律）”in the Kingdom of Qin. Lu in the Kingdom of Qin laid thefoundation of the statutory laws in ancient China, stereotyping the legal style in later Chinese history.
