摘要： “打击核恐怖主义全球倡议”是一项新的旨在防止核恐怖主义和制止核材料及放射性物质扩散的国际行动计划，是美俄两国共同安全观和防止核扩散与核恐怖主义威胁的成功努力与合作及其加强和扩大这些努力与合作的产物。中国加入“全球倡议”符合国家安全利益，是负责任中国的一个具体体现，是与美俄反恐和防扩散合作的进一步深化。

Abstract: Global Initiative to Combat Nuclear Terrorism is a new international plan of action aiming at preventing nuclear terrorism and stopping nuclear materials and radioactive substances from proliferation，and is also the outcome of common security views of US and Russia，their successful efforts and cooperation in preventing threat of nuclear proliferation and nuclear terrorism，and enhancement and expansion of them．That China joins in Global Initiative accords with national security interests．embodies that China is responsible and furlhers the cooperation with US and Russia in respect of antiterrorism and nonproliferation．
