摘要： 本文以改革完善民事执行检察监督的范围和程序为着力点，在对执行中存在的“执行难”和“执行乱”两大突出问题进行分析并确立以“执行乱”作为检察监督重点的前提下，提出民事执行检察监督应遵循依法监督、事后监督、不干预法院正常执行活动、讲求效率等原则，明确了对法院民事执行活动中的民事执行裁判、执行实施行为、违法或不当行为以及对执行法官等进行全面监督的监督范围和对象，进而针对不同监督对象设计了抗诉和纠正意见两种基本的民事执行监督方式，最后提出了民事执行检察监督的具体程序。

Abstract: The reform of the Central Judicial system demands to perfect the scope and procedure of prosecutorial super-vision of civil ution. Based on an analysis of the two outstanding problems existing in present civil utingsystem which are uting difficulty and disorder, this article elaborates the four principles of establishing theprosecutorial supervision of civil ution including supervision in accordance with the law, afterwards supervi-sion etc.，and attempts to limit the scope of supervision on overall uting action including civil utingjudgement, uting implementation, illegal and improper action and supervision on judge, and designs two fun-damental way of implementing the prosecutorial supervision of civil ution, they are representation and correct-ing view. Finally this article designs concrete procedures of the prosecutorial supervision of civil ution.
