摘要： 电子技术对立法的影响是深刻的，不仅在立法程序、立法技术上，更在于立法理念上——公民利用者地位的确立、电子民主的出现、民主与效率的有机协调、合法性的增强。其兴革之大、影响之深，都不可谓不是一场革命。然而，要赢得这场胜利，还需要在数字鸿沟的愈合、参与者代表性的合理、专家作用与公众参与的协调、隐私权、言论自由、版权等权利的保护、技术的革新等方面付出巨大的努力。

Abstract: Electronic technology has a deep effect on rulemaking，not only of its procedure and technology，but of its guilding ideology：citizen becoming users，e—democracy emerging，democracy organically harmonizing with efficiency and legitimacy being enhanced．The greatness of chang and the deepness of effect maybe mean a revolution in rulmaking．In order to win the revolution，however，we must shorten the digital divide，rationalize particpants’representativeness，harmonize experts’role with pulic partipation，protect the particpants’rights such as privacy，freedom of expression and copyright and renovate the electronic technology．
