摘要： 在现代国家，社会生活中的社会活动参与者的社会关联日益多样化，其行为也呈现出逐渐复杂的趋势。城市管理是城市存在和发展的必要条件，城管执法是城市管理的一种具体手段或者途径，对于建构和谐社会、建设宜居城市具有重要的作用和意义。城管执法是一个极具复杂性的领域，它涉及社会生活和生产的各个层面，影响范围广，与公民、法人和其他组织的权利义务有着十分直接且紧密的联系。因此，充分认识建构和谐社会的具体要求，剖析城管行政综合执法改革的成败得失，有利于全面把握城管执法所面临的课题和任务。在此基础上，探讨城管执法的手段论，阐述城管执法的条件装备和程序建构问题，强调参与型行政的发展完善之必要性和重要性，建立城管执法评价体系，才能确保城管执法发挥其应有的制度支持作用。

Abstract: In the modem states，the interrelations between community activity participants ale diversified，and the behaviors of them tend to become complicated．Urban management is the prerequisite of a city’S existence and development，and law ution is the material instrument or approach in urban management．It is of great significance to building a harmonious society and inhabitable cities．As a complex area concerning every aspects of society，urban management law ution has a broad influence and has direct and close relations with the rights and duties of citizens，corporations and other organizations．Thus，it is beneficial to adequately understand the concrete problems and missions facing the urban management law ution if we well realize the detailed requirements of building a harmonious society and analyze the gains and losses in the reform of urban administrative management colligated law ution．Under such a background，we further discuss the instrumental theory of urban management law ution，expatiate the problems of conditions，equipments and procedural setups，emphasize the necessity and essentiality of participatory administration’s development and improvement，and establish the evaluating system of urban management law ution．Then，we can ensure that urban management law ution play its role as systematic support．
