摘要： 动产抵押改变了传统民法上“不动产抵押权一动产质权”的二元化担保物权格局，给传统物权公示方法提出了挑战，占有（交付）在其中已无法起到公示的作用，动产抵押登记制度遂之而生。合理的动产抵押登记制度由以下要素构成：在登记生效主义与登记对抗主义之间采纳登记对抗主义；建立统一的动产登记机关；登记内容与登记事项简单明了；在双方申请主义和单方申请主义之间采纳登记单方申请主义；在实质审查和形式审查之间采取形式审查。

Abstract: The system of chattel mortgage has changed the pattern of security interests in the traditional civillaw，which holds‘immovables—mortgage’and‘movables—pledge’．Because this change gives a challenge to the tradi-fional ways to give notice of real rights and the possession or delivery of chattel doesn’t take its effect，the system of chat—tel mortgage registration has it’s own position．A reasonable system of chattel mortgage registration shall contain the fol-lowing：（1）the effective of registration is sexing—up against others and not going into effect；（2）the registration organi—zations must be unified；（3）the registration contents and items shall be simple and explicit；（4）a registration applica-tion may be made by one party and not two parties；（5）the registration applications shall be examined formally and notsubstantially．
