摘要： 汕头市是中国改革开放最早的地区之一，但潮汕文化却保留了较多中国传统文化的内容。传统文化内容结合当地的民俗风情，形成了颇具特色的地域文化，对潮汕地区的法律实践产生了深刻的影响．这也是导致汕头市婚姻家庭诉讼率和民事诉讼率低下的主要原因。

Abstract: Shantou is one of the earliest cities commencing reform and opening up．A significant amount of traditional Chinese culture，however，has been well preserved in the Chaoshan area．Fostered by a long time integration between general culture and the local custom，it has formed a new local culture with unique characteristics．Such a unique local culture has had great impact on the legal activities in this area，and has been the major reason for the reduced litigation rates in the field of marriage and family law．
