摘要： 地方经济法治是地方经济的法治化，属于法治和地方法治的下位概念。分权理论和法治的地方性是地方法治的两个支点。构建地方经济法治应秉承以地方分权为基础、以中央集权为主导的理念，具体表现为四个基本原则：保证分权体制的科学性与法治化，保障、促进并创新地方经济权力，剩余权力归地方，分权需以地方民主和必要的中央集权为基础和保障。地方经济法治有利于构建和谐的中央与地方关系、巩固并促进和谐社会的经济基础、实现经济和社会的可持续发展。

Abstract: The nomocracy of local economy is to make the local economy be ruled by law，which is a subordinate concept below the nomocracy and local nomocracy．As two fulcrums．the theory of decentralization and the rule of law in local regions constitute the local nomocracy．To construct the nomocracy of local economy should establish the idea which sets the decentralization as the base and the centralization as the leading．This idea is embodied in four principles：to guarantee the system of decentralization to be scientific and ruled of law；to ensure，promote the local power in the economy and make it innovative；the residual power belonging to local regimes；making local democracy and necessary centralization as the foundation and guarantee of the decentralization．The nomocracy of local economy is beneficial to construct the harmonious relationship between the central authority and local regime，to consolidate and promote the economic foundation of the harmonious society，and to realize the continuous development both in the economy and society．
