摘要： 在当下中国，城管的公共形象负面，几乎被等同于暴力执法、扰民、欺压弱势群体、腐败等。然而，从其体制形成来看，城管执法克服了多头执法体制的诸多弊端，大体上符合社会发展需要。从纪实作品《城管来了》来看，城管在食品安全、城市交通、市民人身财产安全、社区安宁等多方面均有着积极作用，执法冲突的发生有其结构性原因：执法矛盾向城管集中、政府行政决策风险向城管转移、执法受益者是“沉默的大多数”。《城管来了》反映的执法实践与传媒表达的大不相同，因为很多传媒将个别城管执法事件加以刻板印象化，掩盖了城管执法的积极面向，通过“污名”建构了负面的城管整体形象，并将暴力抗法摊贩的形象圆形化，将问题归结为抽象的体制问题。这无助于解决问题。传媒应当客观全面地报道城管执法的社会情境，帮助不同人群共享经验、凝聚共识、达致理解和弥合矛盾。

Abstract: Currently, the public image of chengguan （urban managers） is quite negative, and is almost equal to violence, disturbing, bullying and corruption. However, law enforcement of urban managers overcomes many disadvantages such as repeated enforcement. Viewing from the non-fiction Chengguan Lai Le （Urban Managers Are Coming）, urban managers have positive effects in food safety, urban transport, personal and property safety, community tranquility and other aspects. There are many structural causes for the occurrence of conflict in law enforcement, such as flow of enforcement conflicts and decision-making risk from other sections to urban managers, silent beneficiaries of law enforcement. Urban Managers Are Coming reflects different expressions in contrast with media, because the media overshadowed the positive aspects of urban managers, constructed the negative image through stigma, rounded the image of street vendors who violently resisted, and induce the public to point to the government system. It does not help to solve problem. The media should be objective and comprehensive report the social context of the urban managers, so as to help different groups to share experiences, build consensus, achieve understanding, and bridge the contradiction.
